Preheat your oven to 350°F (175°C). This will ensure your casserole bakes evenly.
In a large skillet over medium heat, add the lean ground beef. Cook until it's browned, breaking it apart with a wooden spoon as it cooks, about 5-7 minutes.
Once the beef is cooked, sprinkle in the taco seasoning and stir well to combine. Follow the packet instructions, usually adding a bit of water.
Pour in the salsa and mix until the beef is thoroughly coated. Allow to simmer for a couple of minutes.
In a separate bowl, soften the cream cheese. Mix it with a bit of the salsa mixture to make it easier to combine later.
In your baking dish, layer half of the Cool Ranch Doritos at the bottom. Spread the beef and salsa mixture evenly over the chips. Dollop the cream cheese mixture over the beef, spreading it out gently. Top with 1.5 cups of shredded cheese.
Repeat the layers with the remaining Doritos, followed by the remaining beef mixture, and finish with another layer of cheese on top.
Cover the baking dish with foil and bake for 20 minutes. Remove the foil and bake for an additional 10-15 minutes, until the cheese is bubbling and golden.
Once out of the oven, sprinkle the chopped scallions over the top. Let cool for a few minutes before serving.
